This is listed in TOSEC as a Superkickstart, but it has none of the normal extra modules of a SuperKickstart, it's also missing the vector table, so it's possible it was released to developers as a beta (proper SuperKick) but subsequently it was truncated. It's almost certainly a genuine Commodore beta, and possibly the first 2.0 release found in the wild.
